The City of Glenwood Springs has committed to creating a redevelopment strategy for the “Confluence Area”, the underdeveloped sub-area directly west of downtown, at the confluence of the Roaring Fork and Colorado Rivers. Grant funds were applied for and received from the EPA for a Phase 1 and Phase 2 Targeted Brownfield's Assessment (TBA) for the decommissioned waste water treatment site at the core of the Confluence. Planning has been in motion for 20 years to free up the land in the confluence area for redevelopment. To accomplish this, negotiations are underway with Union Pacific,as well as land trades with the School District and with RFTA.
